RULES 

A. ENTRIES - Youth who wish to enter Clothing Construction and Fashion Show will need to enter both Construction and Fashion Show classes.  Only exhibits that have been judged for construction can be modeled.  4-H entries must be made according to the printed 2026 Custer County Fair Premium Book and entered online by 5:00 p.m. on June 26.  Instructions for online entries will be emailed to 4-H families on approximately May 15. 

B. 4-H’ers will receive information with instructions for the clothing construction and modeling judging.  This information will be mailed or emailed to all 4-H’ers entering clothing.   

C. All items that will be judged must be checked-in between 9:00 and 10:30 a.m., on Thursday, July 16, at the Evangelical Free Church in Broken Bow. 

D. IDENTIFICATION LABELS - Each item entered as a clothing, knitting, or crochet exhibit must have a label attached stating: County, 4-H’ers name and age, project name and class in which garment is entered, and the number of years enrolled in the project exhibited.  Wool entries must have fiber content listed on the identification label.  Attach a label on every component of the outfit using safety pins or by basting.  This includes STEAM Clothing 1 exhibits. 

E. PREPARATION OF EXHIBITS - Please bring all wearable exhibits on wire hangers or hangers with a swivel hook.  All exhibits not suitable for hanging should be entered in a self-sealing plastic bag and hung on a hanger.  Wool garments and garments with narrow straps hang better on other hangers, i.e., wooden or notched plastic hangers with a swivel hook.  As you look at the garment, place the hook of the hanger to the left.  Use safety pins to fasten skirts, shorts, and pants to hangers.  Each piece should be entered on its own hanger.  If more than one hanger is used for an entry, fasten hangers belonging to one exhibit together with twist ties or rubber bands. Clear plastic garment bags will be provided on the day of clothing interview judging.  In construction interview judging, the 4-H’er visits with the judge about her/his garment.     4-H’ers are encouraged to bring along their pattern.  Clothing will be hung in the 4-H Exhibit Hall during the county fair. 

F. 4-H members may exhibit one entry per class unless otherwise noted. 

G. CRITERIA FOR JUDGING - Scoresheets, forms, contest study materials, and additional resources can be found at https://go.unl.edu/ne4hclothing  In addition, all entries must conform to rules and regulations as set forth in this Premium Book.  All static exhibits must receive a purple ribbon at the county fair to advance to State Fair. 

H. If a project is selected for the State Fair, the 4-H’er should obtain information about State Fair rules at the 4-H website (https://4h.unl.edu/statewide-events-opportunities/state-fair/) or request it through the Extension Office. 

I. Garments as listed may be made for self (4-H member) or another person.  4-H members participating in clothing projects should continue their skill development.  Once they have exhibited in a higher level, they are not eligible to exhibit in a lower level.  Ex.  Once a 4-H’er has exhibited in STEAM Clothing 3, they are not eligible to exhibit in STEAM Clothing 2. 

J. A Design Data Card must be included with all Beyond the Needle Classes C221003-C221008 and STEAM 2 and 3 upcycled exhibits. The data card is available at http://go.unl.edu/ne4hclothing. If the data card is not included, the exhibit will be lowered one ribbon placing. The data card is only required for the classes listed above. 

J. Refer to the STEAM 1, 2, 3, and Beyond The Needle Sewing Skills handout available at the Extension Office. 

K. Exhibits without the required supporting information and/or fail to meet class requirements will be dropped one ribbon placing.  

 

FASHION SHOW GENERAL INFORMATION

A. B. FASHION SHOW NARRATIVES - All 4-H’ers entering the fashion show must have all typed or clearly printed fashion show narratives into the Extension Office by 5:00 p.m. on Monday, July 13. Narratives should take approximately 30 seconds to read out loud.  4-H’ers are strongly encouraged to submit their narratives online. Narratives may be submitted online at the link OR submitted in paper form to the Extension Office.  The deadline for narratives is 5:00 p.m. on Monday, July 13.  Please do not email narratives to Extension Staff.  4-H’ers who do not turn in a narrative cannot model in front of the fashion show judge and cannot participate in the public fashion show.  All 4-H’ers who model in front of the fashion show judge MUST model at the public fashion show. This includes all sewing, knitting, crocheting, and consumer management projects. 

C. 4-H’ers will receive information with instructions for the clothing construction and modeling judging.  This information will be mailed or emailed to all 4-H’ers entering clothing. 

D. All 4-H’ers who receive a “call back” slip from the judge are to report at 12:30 p.m.  All constructed items should be interview judged before 12:00 p.m. Receiving a “call-back” slip is not a guarantee of a purple ribbon. 

E. Juniors are ages 11 and under and Seniors are ages 12 and over before January 1, 2026.   

F. Top junior and senior models will be selected for Best of Show awards.  In addition, models will be selected for the State Fair Fashion Show. 

G. Modeling Accessories: Accessories and a coordinated constructed item should be modeled together in front of the judge and during the public fashion show.  For instance, a STEAM Clothing 2 and a coordinating Upcycled Clothing Accessory should be modeled together in front of the judge and with one narrative at the public fashion show.  Each entry needs to be entered separately online so that ribbons and premium can be awarded for each entry.  NO GARMENT OR ACCESSORY SHOULD BE MODELED MORE THAN ONE TIME.   

H. Garments and accessories containing inappropriate language or images will not be accepted. 

I. Only these classes can be chosen for the State Fair Fashion Show. Only constructed complete wearable outfits can be chosen for State Fair Fashion Show.

Modeling Practice for Public Fashion Show - 4-H’ers who wish to practice modeling with their narratives may do so between NOON and 1:00 p.m. on Thursday, July 16.   4-H’ers should not plan to practice with their 4-H garments.  The Thumbs Up 4-H Club will be responsible for the practice modeling session.

A 4-H’er may model a maximum of five (5) entries for the fashion show judge and in the public fashion show. This includes constructed, knitted, crocheted, Shopping-In-Style, and Just For Fun entries. A 4-H’er may model only one entry per fashion show class number.  NO GARMENT OR ACCESSORY SHOULD BE MODELED MORE THAN ONE TIME.

CLASS C220001 CLOTHING PORTFOLIO - Complete at least four different samples/activities from Chapters 2, 3, OR 4 of the STEAM Clothing 2 project manuals. The Portfolio should be placed in an 8 ½” x 11”, 3 ring binder. Include an appropriate cover. Portfolio should build upon itself each year (additional pages can be added each year but should be dated.) See pages 9-11 in STEAM Clothing 2:   Simply Sewing project manual for portfolio formatting.  

CLASS C220002 TEXTILE SCIENCE SCRAPBOOK - Must include at least 10 different textile samples. Use Textile Information Cards template on page 39 in STEAM Clothing 2: Simply Sewing project manual to identify fabric swatches. Use Textile Information Cards template on page 29 in STEAM Clothing 3: A Stitch Further project manual to identify fabric swatches.  Completed textile cards should be placed in an 8½” x 11”, 3 ring binder. Include an appropriate cover. Textile Science Scrapbook should build upon itself each year (additional pages can be added each year but should be dated). See the STEAM Clothing 2 project manual for fabric suggestions.    

CLASS C220003 SEWING FOR PROFIT - Using pages 161-167 in the STEAM Clothing 2: Simply Sewing project manual, display what products you posted online and analyze the cost of goods purchased to determine the appropriate selling price for your product. The exhibit may be a notebook, poster, or small display. Exhibits should not exceed 22” x 30”. 

 

STEAM CLOTHING: BEYOND THE NEEDLE  - 4-H members must show their own original creativity.  Limit of one (1) entry per class.

CLASS C221002 COLOR WHEEL - Create your own color wheel, complimentary color bar, or color scheme using pages 27-39 in the Beyond The Needle project manual.  The exhibit may be a notebook, poster, or small display.  Exhibits should not exceed 22” x 30”.   

 CLASS C221003 EMBELLISHED GARMENT WITH ORIGINAL DESIGN (eligible for State Fair Fashion Show) - Create a garment using techniques as defined in the project manual.  Designs are the original idea of the 4-H member using the elements and principles of design to make an original statement. A Design Data Card must be included with this project. If additional information is not included, exhibit will be lowered one ribbon placing.

CLASS C900005 CLOTHING SERVICE PROJECT - Can include pillows or pillowcases but are not limited to those items. Exhibit (not to exceed 22” x 30”) can be a notebook, poster, or small display sharing information you generated in the project activity “Serving A Purpose” pages 122-125. 

 

Beginning Sewing Exhibits: Exhibits must be made from medium weight woven 100% cotton or cotton/poly blends that will sew and press smoothly.  Flannel/fleece is acceptable.  Solid color fabrics or those having an overall print are acceptable.  NO PLAIDS, STRIPES, NAPPED or JERSEY KNIT.  Patterns should be simple without darts, set-in sleeves, collars, buttonholes, or zippers.  No set-in pockets.  Patch pockets are acceptable.  Raglan and kimono sleeves are acceptable.

CLASS C222001 DESIGN BASICS, UNDERSTANDING DESIGN PRINCIPLES - 4-H member’s exhibit sharing a learning experience from pages 17-20 in the project manual.  Include written answers to questions found on page 20 of the manual.  The exhibit may be a notebook, poster, or small display.  Exhibits should not exceed 22” x 30”. 

CLASS C222002 PRESSING MATTERS - 4-H members may enter a ham, seam, or sleeve roll from pages 21-25, “A Pressing Matter” in the STEAM Clothing 2 project manual.  Exhibit should include answers to lesson questions that are most appropriate to include.   

CLASS C222003 UP-CYCLED GARMENT (Eligible for State Fair Fashion Shows. To be eligible for State Fair Fashion Shows, must contain a complete constructed outfit…examples: if the top is up-cycled, must include a constructed bottom, up-cycled dress.) - Create a garment from used textile-based items.  The original used item must be redesigned using skills learned in STEAM Clothing 2 (not just decorated) in some way to create a new wearable piece of clothing.  The finished garment must reflect at least one skill learned in this project.  A Design Data Card must be included with this project including a “before” picture no larger than 4.25” x 5.5”. If additional information is not included, exhibit will be lowered one ribbon placing.   

CLASS C222004 UP-CYCLED CLOTHING ACCESSORY - (Not eligible for State Fair Fashion Shows) A wearable accessory made from a used item.  The original used item must be redesigned using skills learned in STEAM Clothing 2 (not just decorated) in some way to create a new wearable accessory. The finished item must reflect at least one skill learned in this project. A Design Data Card must be included with this project including a “before” picture no larger than 4.25” x 5.5”.  If additional information is not included, exhibit will be lowered one ribbon placing. Aprons constructed as an up-cycled clothing accessory should be entered here. 

CLASS C222005 TEXTILE CLOTHING ACCESSORY - (Not eligible for State Fair Fashion Show) Textile accessory is constructed using at least one skill learned in this project from materials appropriate for STEAM 2. Entry examples include hats, bags, scarves, gloves, and aprons.  No metal, plastic, paper, or rubber base items allowed (i.e. barrettes, headbands, flip flops, duct tape, etc.)

Or a purchased top can be worn to complete a vest or lined/unlined jacket outfit with a constructed bottom. 

CLASS C222013 ALTER YOUR PATTERN - (Eligible for State Fair Fashion Shows, in the class that best describes the type of garment constructed i.e. Dress, Romper or Jumpsuit, or Two-piece Outfit) - Garment constructed from a significantly altered pattern. Entry must include both the constructed garment and the altered pattern.  

Include information sheet that describes: 1) how the pattern was altered or changed, 2) why the changes were needed/wanted. Appropriate skills for altering/designing a pattern in STEAM 2 include: moving darts, merging two patterns together, altering a pattern for a woven or knit material, adding a lining). 

CLASS C222014 GARMENT CONSTRUCTED FROM SUSTAINABLE OR UNCONVENTIONAL [NATURAL OR SYNTHETIC] FIBERS - (Eligible for State Fair Fashion Shows, in the class that best describes the type of garment constructed i.e. Dress, Romper or Jumpsuit, or Two-piece Outfit). Fabric/Fibers used in this garment must be manufactured/purchased, for example: bamboo, banana, corn husk, and recycled fibers. Garments that are constructed out of the unconventional items themselves should be exhibited under Beyond the Needle. 

 

STEAM CLOTHING 2 - FASHION SHOW 

4-H members who have enrolled in or who have completed STEAM 3 projects are not eligible to enter STEAM 2 fashion show.  See Class C222012 for the description of a two-piece outfit. Nightshirts, flannel lounging pants, or any other type of lounge wear cannot be chosen for State Fair Fashion Show.  Limit one (1) entry per class.

FIBER ARTS - KNITTING AND CROCHETING 

  1. ENTRIES - Youth who wish to enter Knitting/Crochet Construction and Fashion Show will need to enter both Knitting/Crochet Construction and Fashion Show classes.  Only exhibits that have been judged for construction can be modeled.  4-H entries must be made according to the printed 2026 Custer County Fair Premium Book and entered online by 5:00 p.m. on June 26.  Instructions for online entries will be emailed to 4-H families on approximately May 15. 
  2. 4-H’ers will receive information with instructions for the clothing construction and modeling judging.  This information will be mailed or emailed to all 4-H’ers entering clothing.   
  3. All items that will be judged must be checked-in between 9:00 and 10:30 a.m., on Thursday, July 16, at the Evangelical Free Church in Broken Bow. 
  4. IDENTIFICATION LABELS - Each item entered as a knitting or crocheting exhibit must have a label attached stating: County, 4-H member’s name and age, project name and class in which garment is entered, and the number of years the 4-H member has exhibited in respective level.  Wool entries must have fiber content listed on the identification label.  Attach a label on every component of the outfit using safety pins or by basting.   
  5. PREPARATION OF EXHIBITS - Knitted and Crocheted exhibits should be entered in the most appropriate manner for the exhibit.  Clear plastic garment bags will be provided on the day of clothing interview judging.  In construction interview judging, the 4-H’er visits with the judge about her/his garment.  4-H’ers are encouraged to bring along their pattern.  Knitting/Crochet will be displayed in the    4-H Exhibit Hall during the county fair. 
  6. 4-H members may exhibit one entry per class unless otherwise noted. 
  7. A 4-H’er may enter in only one level for knitting and one level for crocheting.  Garments as listed may be made for self (4-H member) or another person. 4-H members should continue their skill development. Once you have exhibited at a higher level, you are not eligible to exhibit in a lower level. Ex. Once you exhibit in Knitting Level 3, you are not eligible to exhibit in Knitting Level 2. 

8. Criteria for judging knitting and crocheting: Design and Color, Neatness, Knitting Mechanics or Crochet Mechanics, Trimmings, and Construction Finishes.

JUST FOR FUN FASHION SHOW 

Anyone enrolled in any clothing project is eligible to enter this category.  Entries can be anything that the individual has made.  Entries could be a garment made for someone else but has to be modeled by the person for which it was made.  Garments, rather than accessories, are required for this class.  This is a public fashion show entry only.  The individual in which the project was made for, will not come for the fashion show judging.  Garments are not judged for construction.  Ribbons and premium money will not be awarded.  4-H’ers in this class are not eligible for Junior or Senior Fashion Show Awards.  Limit one entry per class. Entries not eligible for State Fair.  This is truly a “Just For Fun” exhibition!  The Just For Fun exhibits will count towards the maximum of five (5) entries for the public fashion show.

GENERAL INFORMATION 

A. All Shopping in Style 4-H’ers must be at least 8 years old before January 1, 2026.   

B. 4-H entries must be made according to the printed 2026 Custer County Fair Premium Book and entered online by 5:00 p.m. on June 26.  Instructions for online entries will be emailed to 4-H families on approximately May 15. 

C. Participants must be enrolled in Consumer Education (Shopping In Style 4-H Project).  Participants will be allowed to model in both the constructed garments(s) 4-H Fashion Show and the Shopping in Style Fashion Show.   

D. 4-H’ers may enter either the Shopping In Style Fashion Show OR the Shopping In Style project (Classes C240001 - C240006) OR both.   

E. All Shopping In Style SF184 forms, posters, binders, videos, or kits are due into the Extension Office by 5:00 p.m. on June 26.   

F. The SF184 form (revised 10/2025)  This form is only needed for Classes C240001 and C240002 IF they enter the Fashion Show (Class C425004).  DO NOT include the Shopping in Style Fashion Show Written Report with Narration Form SF184 in any exhibits in Classes C240003-C240006). 

G. 4-H’ers will receive information with instructions for the clothing construction and modeling judging.  This information will be mailed or emailed to all 4-H’ers entering Shopping In Style. 

H. Identification Labels:  Each item must be labeled with the 4-H’ers name, class in which the item is entered, 4-H’ers age, and number of years enrolled in project in which exhibiting. 

I. FASHION SHOW NARRATIVES - All 4-H’ers entering the fashion show must have all typed or clearly printed fashion show narratives into the Extension Office by 5:00 p.m. on Monday, July 13. Narratives should take approximately 30 seconds to read out loud.  4-H’ers are strongly encouraged to submit their narratives online.

Narratives may be submitted online at the link OR submitted in paper form to the Extension Office.  The deadline for narratives is 5:00 p.m. on Monday, July 13.  Please do not email narratives to Extension Staff.   4-H’ers who do not turn in a narrative cannot model in front of the fashion show judge and cannot participate in the public fashion show.  All 4-H’ers who model in front of the fashion show judge MUST model at the public fashion show. This includes all sewing, knitting, crocheting, and consumer management projects. 

J. If the exhibit is a poster, it should be on 14” x 22” poster board.  If a three-ring binder is used, it should be 8½” x 11” x 1”.  Folders with or without fasteners should NOT be used and entries will be lowered a ribbon placing.  Video exhibits should be less than 5 minutes in length.  Multi-media presentations and exhibits are to be uploaded to a video streaming application and 4-H member must provide a hard copy of QR code for viewing. 4-H members are encouraged to test their codes or link on several devices to check for appropriate permissions for public viewing.

CLASS C240005 CLOTHING 1st AID KIT - Refer to page 73 of the manual and complete a clothing first aid kit.  Include a list of items in the kit and brief discussion of why each was included.  Put in an appropriately sized box or tote with a lid.  No larger than a shoe box. 

CLASS C240006 MIX, MATCH, & MULTIPLY - Using this concept from page 32 of the manual take a least five (5) pieces of clothing and create new outfits.  Use your imagination to show various looks (i.e. on a clothesline, in a tree, on a mannequin).  Include a brief discussion of each outfit which demonstrates what you have learned by completing this entry.  Entry can be a three-ring binder, poster, or video (see general information). 

 

SHOPPING IN STYLE FASHION SHOW 

CLASS C425004:  MODELED SHOPPING IN STYLE PURCHASED OUTFIT AND WRITTEN REPORT (For members entering Best Buy For Your Buck, Classes C240001 or C240002.) 

  1. Participants must be enrolled in Consumer Education (Shopping In Style 4-H Project) to enter the Shopping In Style Fashion Show.  
  2. Participants must model a complete outfit.  All pieces of the garment must be purchased. 
  3. All 4-H’ers who enter the Shopping In Style Fashion Show (Class C425004) must complete form SF184, updated for 10/2025, and must submit it to the Extension Office by 5:00 p.m. on June 26 (in addition to making online entries).  The updated SF184 form can be found online at: https://go.unl.edu/ne4hfashionshow.   
  4. FASHION SHOW NARRATIVES - All 4-H’ers entering the fashion show must have all typed or clearly printed fashion show narratives into the Extension Office by 5:00 p.m. on Monday, July 13. Narratives should take approximately 30 seconds to read out loud.  4-H’ers are strongly encouraged to submit their narratives online.  The link to submit narratives is https://go.unl.edu/fashionshownarrative  

 Narratives may be submitted online at the link OR submitted in paper form to the Extension Office.  The deadline for narratives is 5:00 p.m. on Monday, July 13.  Please do not email narratives to Extension Staff.  4-H’ers who do not turn in a narrative cannot model in front of the fashion show judge and cannot participate in the public fashion show.  All 4-H’ers who model in front of the fashion show judge MUST model at the public fashion show. This includes all sewing, knitting, crocheting, and consumer management projects. 

E. The narrative portion of the SF184 form does NOT satisfy the requirement to submit a fashion show narrative to the Extension Office by July 13.  Exhibitors will need to turn in a separate narrative.
