Youth for the Quality Care of Animals
Nebraska 4-H requires all youth enrolled in livestock projects to complete annual quality assurance certification through Youth for the Quality Care of Animals (YQCA). YQCA is a national multi-species quality assurance program focused on three core pillars: food safety, animal well-being, and character development.
Requirements
YQCA certification is required for all 4-H members enrolled in any of the following projects:
- Beef (bucket calf, feeder calf, breeding beef, market beef)
- Dairy Cattle
- Goat (breeding meat goat, dairy goat, meat goat)
- Poultry
- Rabbit
- Sheep (breeding sheep, market sheep)
- Swine (breeding swine, market swine)
Annual Training
Nebraska 4-H members ages 8-18, who are enrolled in any of the livestock projects listed above are required to participate in an annual YQCA training. Annual training requirements may be satisfied by completing either an online web-based training course or a face-to-face instructor-led training course.

Private Pesticide Training
The Pesticide Safety Education Program (PSEP) at the University of Nebraska-Lincoln, in concert with Extension Specialists, Extension Educators, and other collaborators, provides educational and training programs that address human health, the environment, economic wellbeing, and pesticide safety.
Private Applicator: A licensed applicator who uses any restricted-use pesticide (RUP) for the purpose of producing any agricultural commodity on property owned or rented by him/her or his/her employer. Also includes any person applying restricted-use pesticides on the property of another person without compensation (other than the trading of personal services between producers of agricultural commodities).
Commercial Applicator: A licensed applicator who uses any restricted-use pesticides (RUPs) on a contractual or for-hire basis. Also includes any person using restricted- or general-use pesticides for hire or compensation for lawn care, structural pest control, or community-wide outdoor vector control (e.g., mosquito control).
Noncommercial Applicator: A licensed applicator who applies RUPs only on lands owned or controlled by their employer or for a governmental agency or subdivision of the state. Also includes any person using restricted- or general-use pesticides for community-wide outdoor vector control (e.g., mosquito control) on behalf of a political subdivision of the state.
